This is iron pyrite, "fool's gold". "All that glitters is not gold."

In California from 1848 to 1855 was a period of time called the “California Gold Rush”.   Word of gold being discovered at Sutter’s Mill in Colma, California spread like wildfire.    People from the America’s East Coast, Latin America, and even China came to prospect for gold.

These prospectors had to learn that a rock, iron pyrite, called “fool’s gold” was not actually gold, even though it glittered like gold.   What a disappointment if you didn’t know the difference!

I don’t know if this was the origin of this proverb, but this proverb is used to describe a situation where something looks to be valuable or attractive, but in reality it is fallacious and worthless.

Examples:   “Yes, that woman looks like a model, but she’s really quite shallow, all that glitters is not gold.”

“That politician sounds really smooth and has a great smile, but don’t let him deceive you, he’s really a crook and is phony . All that glitters is not gold.”

What’s the way of saying “all that glitters is not gold” in Chinese?  An entire planet of 老外s are waiting for you to teach us!

Of course, this isn't gold. It glitters. It also isn't a diamond, it is a cubic zirconia, a fake diamond.
